Goleta Keeps Approving New Homes. Why Buyers Are Still Competing for Resales

Goleta had 1.4 months of inventory for houses and PUDs in September 2026, the lowest of any submarket the Santa Barbara Association of Realtors tracks on the South Coast. In the $1 million to $1.6 million range, many Goleta homes go into escrow within the first few weeks of listing, and some within days. Over the same months, the city has approved two sizable projects of single-family homes and townhomes, and construction crews are working on Camino Vista.

Goleta's approvals moved quickly this year because state law now limits how a city can say no. Construction schedules haven't sped up the same way. As of mid-October 2026, neither of the approved projects has a confirmed start date. The one large development actually going vertical is all rental. Buyers weighing Goleta this fall are shopping the resale market, whether or not they plan to.

What has been approved, and what that approval means

Here is Goleta's residential pipeline as reported through early fall 2026, from closest to keys to furthest away.

Project Location Homes Type Status Earliest reported timing
Heritage Ridge 6488 Camino Vista 332 Rental apartments Under construction Roughly 18 months after its December 2025 groundbreaking
Shelby 7400 Cathedral Oaks Road 56 Single-family homes Approved March 17, 2026 Construction forecast for January 2027
City Ventures 7360 Hollister Avenue 59 Townhome condominiums Planning Commission approval, August 24, 2026 None reported
5955 Calle Real Calle Real 46 44 three-bedroom homes, two live-work Design review began July 2026 None reported
5638 Hollister Avenue Old Town 16 plus four ADUs Not stated Pending application None reported
Kenwood Village 7300 block of Calle Real 60 residences Mixed home types On hold None reported

Count the homes a buyer could plausibly purchase in the near future and the pipeline gets much shorter. Shelby and 7360 Hollister together add up to 115 homes. Both cleared their main votes this year, and both are still waiting on a construction calendar. City notices haven't said whether the Calle Real and Old Town projects will be sold or rented. The City of Goleta lists Kenwood Village as on hold, to be withdrawn when a new application is submitted.

Why the votes came quickly

The approvals moved fast because Goleta had limited room to stop them.

Shelby sits near Glen Annie Golf Club and had been proposed in one form or another for more than 20 years. It won unanimous final approval from the City Council, and the developers, Shelby Family Partnership, told Noozhawk it was "the first builder's remedy project approved in Goleta." The same report says the project was reviewed under state density bonus law and the builder's remedy, both of which limit city discretion. Councilmember James Kyriaco summed up the vote this way: "The Goleta foothills are important to us. However, in the final analysis, our community needs housing — it needs affordable housing."

The Hollister Avenue townhomes followed a similar legal path. Noozhawk reported that because the project includes three very-low-income units, it falls under the Housing Accountability Act and State Density Bonus Law. The city's staff report said that under the Housing Accountability Act and Senate Bill 330, Goleta's authority to deny or condition the project is "significantly restricted." Commissioners still voted 4–0 in support, and Commissioner Jennifer Fullerton called it "actually a nice project."

State law has made approval in Goleta far more predictable. It hasn't done the same for financing, final engineering, permits or construction, and those steps decide when a buyer can actually tour a finished home.

Why approval doesn't mean move-in

Shelby shows the gap clearly. Before the vote, the Santa Barbara Independent reported that the project's Draft Environmental Impact Report "optimistically forecasts" construction starting by January 2027. That forecast is for groundbreaking on a 56-home subdivision. Homes reaching the market would come after construction, which pushes any move-in for Shelby buyers well past that date.

No construction start or sales launch has been reported for 7360 Hollister. The design is 12 three-story buildings of all-electric, solar townhomes from 1,292 to 1,628 square feet, each with a private garage and patio, plus an event lawn, barbecue areas and a garden. Nick Patterson, City Ventures' development manager, told the Planning Commission the homes "are meant to be first homes for future homeowners." That describes who the homes are for. It doesn't say when they'll be ready.

The project with real momentum is Heritage Ridge. It broke ground December 19, 2025, and the City's March 2026 project list showed grading complete and vertical construction starting. HASBARCO's development director estimated completion in roughly a year and a half from groundbreaking, and Kyriaco told the Independent it is "the biggest affordable housing project in the city of Goleta's history." The City's project list describes all 332 units as rentals. They'll matter a great deal to the people who live there, but they won't add a single listing to the for-sale market.

UCSB's planned Ocean Road faculty and staff housing hadn't broken ground as of the Independent's August 2026 report. The UC Regents approved a "reimagined" approach in March 2025 with greater density and more emphasis on rental housing. University-affiliated buyers waiting on a for-sale faculty townhome there are waiting on a plan that has shifted toward renting.

What the September numbers say about demand

With no new homes for sale arriving, the resale numbers show how much demand Goleta's existing homes are carrying.

Goleta houses and PUDs 2025 2026 Change
Closed sales, January–September 181 219 Up about 21%
Median price, January–September $1,750,000 $1,650,000 Down about 6%
Active listings, September 33 42 Up 9
Pending escrows, September 19 29 Up 10
Months of inventory, September 1.7 1.4 Tighter

Active listings went up from September 2025, and pending escrows rose even faster. More sellers came to market, and buyers absorbed them faster than they arrived. That's why months of inventory fell while the listing count grew. For comparison, SBAOR's September 2026 chart puts the City of Santa Barbara at 2.6 months, Carpinteria and Summerland at 2.4, Montecito at 2.9 and South Coast condos at 3.4.

One figure on that chart looks alarming without context. Goleta's September-only median was $1,670,000, compared with $2,169,375 in September 2025, a drop of roughly 23%. That comparison rests on 24 closings against 21. With samples that small, a handful of higher-end sales in one month can swing the median a lot. The year-to-date median, built on more than 200 sales each year, shows a much smaller decline of about 6%. That fits a market where prices have softened slightly while sales volume grew. SBAOR has also said its Market Review is now a quarterly update, so monthly snapshots like this one are best read alongside the longer run of data.

The deed-restricted homes have their own calendar

Some buyers are following the affordable for-sale units in these projects, and those units carry extra steps. Shelby includes 11 deed-restricted homes for 55 years: four for extremely low-income households, one lower-income, three moderate-income and three above-moderate-income. Developer representatives told Noozhawk they will be spread throughout the neighborhood instead of clustered together. The three very-low-income units at 7360 Hollister also carry 55-year deed restrictions. Patterson told commissioners that their locations and prices hadn't been decided, because the figures are "determined by the (California Department of Housing and Community Development), and so every year it does change." The 5955 Calle Real plan, according to the City's July notice, includes two units deed-restricted for very-low-income households.

Planning a Goleta purchase around this pipeline

For a buyer deciding between competing for a resale this fall and waiting on new construction, the timing looks like this as of the latest reports:

  1. The earliest construction forecast for Goleta's approved single-family homes is January 2027, for Shelby, and the Independent's report described even that as optimistic.
  2. The approved townhomes at 7360 Hollister don't have a reported construction or sales date.
  3. The largest project under construction, Heritage Ridge, is rental, with completion estimated roughly a year and a half after its December 2025 groundbreaking.
  4. In September 2026, Goleta's resale market had the shortest months of inventory on the South Coast, with year-to-date sales up about a fifth from 2025.

Waiting is a real option, but there's no published date to plan it around. Buyers who decide to compete now are entering a market where pending sales outran new listings in September.

A few direct questions

Will the new Goleta homes lower resale prices? Not before they exist. Until Shelby and 7360 Hollister are built and selling, they add no inventory, and September's 1.4 months of supply reflects the homes already standing.

Is anything bigger coming near Goleta? Santa Barbara County rezoned Glen Annie Golf Club for housing, with roughly 1,000 homes projected. The Independent reported in February 2026 that no applications had been filed with County Planning at that point.

Where can I follow these projects directly? The City of Goleta posts hearing notices and a cumulative project list. The pages for 7360 Hollister Avenue and Kenwood Village are good starting points.
